I don't know too much about correctly setting up servers, but I've found some guides recently that'll hopefully help fix the on24 server performance issues.

http://www.reece-eu.net/drekrates.php

The above link is a calculator to determine what the server's rate settings should be based on the server's specs and bandwidth. From what I understand, the server owner here should also later play around with the rates a bit with minor adjustments to see how far the server could be improved without causing pings to become unstable (or rise). The link above also has a guide below the calculator and I think that's all the info that is needed for setting up the server.

Additionally, if the server is of a higher quality (which I believe it should be), perhaps the server owner could change the tic rate to something like sys_ticrate 500 or 1000 (I think typically the server host would prefer to charge you for just this setting by offering a higher quality server to manage the higher tic rate, but give this a shot...or keep it at sys_ticrate 100). This will improve the hit registry of shots fired and players will experience smoother gameplay.

I put in some values in that calculator to see what the rates suggested would be:

For a 2.4ghz 2-core server, 1Gib of ram, with 32 slots, and a 100mbit connection, the rates suggested are:

sv_minrate 0
sv_maxrate 25000
sv_minupdaterate 4
sv_maxupdaterate 100
(and I believe you would want to set sys_ticrate 100 as well).

Though I'm sure with modern server's hosted, that tic rate can be upped to 1000 no probs and maybe the maxrate could be upped to 35000 (if the bandwidth is not capped, it shouldn't be a problem :P).

Any additional suggestions from other users would be welcome =).

edit:

I've found that nfo server's default rates are actually pretty ideal. Something like this instead:

sv_minrate 100000 (100,000 minimum forced)
sv_maxrate 0 (so no max)
sv_minupdaterate 60
sv_maxupdaterate 105

(and sys_ticrate 0 if possible from server host for a ~1000 fps server)
^ This would leave enough bandwidth for all mic talking and in-game stuff with a rate of 100,000 or more.
